The display on the bottom of the screen is known as the "Meatball." It is called this because the guy that is sitting in front of it flashing the lights is nicknamed "Meatball." While his nickname is irrelevant, his job is not. The "Meatball" consists of two rows of lights. Some are horizontal, some are vertical, but since Meatball constantly gets the two confused, he just wired the thing so that it had one big button on it and pulled out his lawn chair so he could sip Mai Tai's while looking like he was working.
The button that Meatball presses flashes the red light on the device. The red lights were put into place after too many of Meatball's predecessors were eaten by jet engines while attempting to get close enough to the plane to tell the pilot to cut his engines.

Congratulations!
